Finance, procurement & asset-control policy
Creates a traceable path from budget approval to public reporting.
Budget and accounts
Funds are held in accounts in the corporation’s legal name. The board approves the annual budget, chart of accounts, reserves and restricted-fund treatment. Personal accounts and commingling are prohibited.
Approvals and procurement
Written numerical thresholds govern purchases, contracts, reimbursements and competitive quotes. The requester cannot be the sole approver. Related-party procurement requires disclosure, recusal, fair-market evidence and express approval.
Reconciliation and reporting
A person independent of payment initiation reconciles accounts monthly. The treasurer reports budget variance, cash, obligations, restricted funds and exceptions quarterly. Material errors are corrected openly; public summaries protect donor and member privacy.
No improper benefit
No contribution purchases a vote, appointment, research conclusion, public position or preferential access. Gifts and hospitality above the approved nominal threshold are refused or recorded and surrendered as policy requires.
