Accountability: from concern to an evidence package
Lesson 1
Separate political responsibility, administrative error, an ethics breach, civil liability and a suspected criminal offence. Identify the duty or legal provision and the facts relevant to each proposed route. Harm, unfairness or constitutional infringement does not automatically establish criminal liability. The Criminal Code provision and each required element need careful assessment.
Lesson 2
Build an element-by-element matrix: proposition, primary source, exact passage, corroboration, contrary evidence, uncertainty and missing proof. Identify who made a decision and their authority without assuming intent from association, title or political disagreement. Preserve exculpatory material. Use an independent reviewer and give a fair opportunity for correction where appropriate and safe.
Lesson 3
Refer substantiated concerns through the competent police, oversight, integrity, ombudsman or legal channel as appropriate. Volunteers do not determine criminal guilt. Criminal allegations require investigation and the applicable prosecution process; a conviction requires proof beyond a reasonable doubt. Do not promise charges or publish a person as guilty. Keep sensitive witness information restricted and obtain legal review before public allegations or litigation steps.
Lesson 4
Practice: use a fictional decision to prepare a referral summary with the suspected issue, verified facts, contrary facts, indexed originals, outstanding questions and requested review. Record a complaint reference, acknowledgment, owner, next deadline and outcome. Explain how the documented oversight gap supports a specific direct-democracy reform; do not bend the findings to force that conclusion if the evidence does not support it.
