Lobbying: mandate, evidence and a precise request
Lesson 1
Start with a defined public problem, the government with authority over it and the exact decision you seek. Identify the policy, bill, regulation or budget item; cite the version and date. A campaign should explain how transparent reasons, public consultation and meaningful public control would address the documented problem. Do not assume a policy is unlawful because CDDA opposes it.
Lesson 2
Before speaking for CDDA, complete appointment-specific lobbying training and declarations, obtain independent administrator clearance, and receive an approved campaign assignment. Verify the applicable regulator’s current registration, reporting and ethics requirements. Federal rules cannot be copied to a province or municipality. Payment, employment, organizational activity and the kind of communication can matter; do not assume that the word volunteer settles every requirement.
Lesson 3
Prepare a one-page brief: requested decision, three supported findings, contrary evidence, practical options, safeguards and a proposed response date. Disclose who you represent. Use the approved script, ask for written reasons and identify who owns the next step. Make no promises of votes, money, benefits or legal outcomes. Do not threaten a prosecution to obtain a policy concession.
Lesson 4
Practice: draft a meeting request and briefing note using L-05 and L-07, then role-play an official asking for the strongest contrary evidence. After a real authorized contact, save its date, participants, subject, response, commitments and follow-up in the private contact register. Keep proof of submission. A follow-up deadline in CDDA’s register does not create a legal deadline for the official.
