Creates consistent mandates for every federal and provincial/territorial committee.
Mandate
No committee operates without board-approved terms stating purpose, scope, composition, chair, quorum, reporting line, records, budget, term and whether it recommends or decides. Silence means recommendation only.
Appointments
Appointments use objective role requirements, jurisdiction and conflict review. Members serve fixed renewable terms and may be removed for loss of eligibility, persistent non-performance, misconduct or unresolved conflict after fair notice and review.
Meetings and reports
The secretary records attendance, declarations, agenda, advice, decisions and assigned actions. Minority or dissenting analysis is preserved where material. Committees report on a fixed schedule and return all records when their mandate ends.
